Louis
J. "Jody" Baltz III
was appointed city administrator in January 1999.
Mr. Baltz has over twenty years experience in municipal
government. He
holds a bachelor of arts degree from Memphis State University
and a Master of Public Administration degree from Tennessee
State University.
Prior to his appointment to Tullahoma,
Mr. Baltz was employed in the private sector as the general
manager of a fire safety firm in Nashville, Tennessee.
He previously held the position of Assistant to the
City Manager/Director of Public Works for the City of Brentwood,
Tennessee.
From 1987-97 he served on the Tennessee Municipal
League Environmental Resources Committee.
In 1992 he was selected to participate in the University
of Virginiaís Center for Public Service Senior Executive Institute.
In 1996-97 he served as president of the Tennessee
Chapter of the American Society for Public Administration.
He holds membership in the International City
Management Association, the Tennessee City Managerís Association,
the American Public Works Association and the American Society
for Public Administration.

Susan
Wilson was hired by the City of Tullahoma in April
2002, and assumed the responsibilities of Director of Finance
and Administration July 1, 2002. Ms. Wilson had previously
served as the Finance Director for the City of Manchester
and Manchester Water Department for four years. Her municipal
experience also includes five years as Deputy Finance Director
for the city of Norwich, New York. While in Norwich, she was
appointed to the Board of Directors of the Norwich Business
Improvement Management Association and elected Treasurer by
the Board. In this capacity, she worked with local and state
officials to obtain state approval and provide grant assistance
for a new branch campus of a local community college in Norwich.
She also co-chaired the Streetscape committee, which coordinated
beautification efforts for that project. She was appointed
by the Mayor to serve on the Greater Norwich Local Development
Corporation, a non-profit corporation created to develop and
promote local industry.
Ms. Wilson received her Bachelor
degree from St. Bonaventure University,Olean, New York,in
1982. She then completed forty credits in the M.B.A. program
at Rochester Institute of Technology, Rochester,New York,
while working full-time in the banking industry. Ms. Wilson
has over fifteen years of combined financial experience in
the public and private sectors. She is a State of Tennessee
Certified Municipal Clerk and Recorder.
Ms. Wilson is a member of the
Institute of Management Accountants, and has successfully
completed three of four certification exams. Other professional
affiliations include GFOA, TGFOA, TAMCAR, and coursework through
the Center for Government Training, University of Tennessee,
MTAS. She is a 1998 Coffee County Leadership in Progress graduate,
is currently a member of the Tullahoma Business and Professional
Women's Club and Keep Coffee County Beautiful, and active
in local church and school activities.

Charles
Stephen "Steve" Woodard was appointed Director
of Planning & Codes on June 24, 1996. Mr. Woodard has
more than 25 years experience in Municipal Government. He
attended Motlow State Community College and Middle Tennessee
University. He also has completed several courses through
the University of Tennessee (Planning) and the University
of Tennessee for Government Training, Mr. Woodard is a Certified
Building Official.
Prior
to his appointment to Tullahoma, Mr. Woodard was employed
with the city of Fayetteville, Tennessee for over eighteen
(18) years.
He has served on the Board of Directors for the Tennessee
Building Official Association since 1991 and also served as
president of TBOA 2 terms. He is the current president of
the Tullahoma Area Chamber of Commerce and prior to assuming
that office, served on the Executive Boad of the Tullahoma
Area Chamber of Commerce and as President of Coffee County
Leadership. In 1993 he was voted Code Official of the year
for the State of Tennessee and also for the Middle Tennessee
Region by his peers.
He holds membership with the Middle Tennessee Official Association,
Tennessee Building Officials Association, Southern Building
Code Congress International, International Code Council, Tennessee
Fire Safety Inspectors, Tennessee Fire Chief's Association,
Tennessee Chapter of the American Planning Association and
the American Planning Association.

J.
C. Ferrell joined the Tullahoma Police Department in 1973
as a patrolman. A
graduate of the Tennessee Law Enforcement Academy, he was
promoted to Detective Sergeant in 1975.
Two years later he was advanced to Detective Captain
in which capacity he oversaw all criminal investigations.
In 1987 he was promoted to the position of Operations
Division Captain which managed the investigations unit as
well as the Traffic Division.
He served two stints as interim chief during the 1980ís.
In February 1989 he was appointed Chief of Police.
Chief Ferrell has attended numerous specialized
schools and seminars dealing with all aspects of Law Enforcement.
He has been an active member of the Tennessee Association
of Chief of Police for the past twenty years.
Chief Ferrell currently serves on the Boards of both
the Coffee County Consolidated Communications Center and the
Coffee County 911 Emergency Communications District.

C.
B. Watkins is a 45-year employee of the City of Tullahoma.
First hired in 1959 as a patrolman with the Police Department,
he received his training with the Police Training Academy.
In 1961 he transferred to the City of Tullahoma Fire Department
and attended Tennessee Fire School that year. He has attended
numerous training schools throughout his career. He also served
as Fire Inspector and was promoted to Fire Chief in 1974.
Chief Watkins is a member of and has been active in the Tennessee
Fire Chiefs Association, the Tennessee Fire Association, the
National Fire Prevention Association, and the Tennessee Fire
Marshall Association.

Kurt
Glick was appointed Director of the Parks and Recreation
Department on September 25, 2000. He graduated from Tullahoma
High School in 1980 and received a B.S. in Business Management
from the University of Tennessee in 1984. Kurt is a certified
Leisure Professional, the National Recreation and Parks Association's
highest level of certification. He also is a NRPA Certified
Playground Safety Inspector and a member of both the Tennessee
Recreation and Parks Association and National Recreation and
Parks Association. He has been employed by the City of Tullahoma
for fifteen years and served as Assistant Director of Parks
and Recreation prior to being appointed Director.

Wayne
Limbaugh - Wayne Limbaugh has been employed by the City
of Tullahoma for nine years. He served as the Purchasing Officer
and the Director of Municipal Services prior to being promoted
to Public Works Director. Mr. Limbaugh oversees forty three
city employees in Public Works. He also serves as the administrator
for the City computer system. He served as the co-interim
City Administrator in the absence of a City Administrator
in 1998. Mr. Limbaugh holds an Associate of Science degree
in Business Technology from Motlow State Community College
and a Bachelor of Business Administration in Computer Information
Systems from Middle Tennessee State University. Prior to employment
with the City of Tullahoma, he worked in private industry.
He is a member of the American Public Works Association and
serves on the Board of Directors of the Coffee County Senior
Citizens, the Regional Solid Waste Planning Committee, Keep
Coffee County Beautiful, and the Interlocal Solid Waste Authority.

John
W. Riley was appointed by the Board of Mayor and
Alderman as the Director of Emergency Management on November
15, 2001. Mr. Riley's education is in the medical and emergency
services field. He has over 45 years experience in all aspects
of emergency response operations and holds many certifications
from the Air Force and Navy. Riley is a Cerified Emergency
Manager through the International Association of Emergency
Managers. Riley is a graduate of the Air Force On-Scene Commanders
course, Safety Systems Hazardous Materials Command and Control
School response operations. Prior to retirement from AEDC,
he was Director of Emergency Management for ACS and the Primary
On-Scene Commander, responsible to the Center Commander for
all emergency response Operations. Riley was appointed the
only contractor On-Scene commander with complete authority
to direct Air Force disaster response efforts. He also is
chairperson for the Tennessee/Kentucky/Georgia Military Emergency
Management Working Group.
As
Tullahoma's Emergency Management Director Riley reports directly
to the City Administrator, promoting adequate channels of
communications and mutual aid to help prevent loss of life,
human suffering and extensive property damage. He coordinates
all plans and procedures to identify key elements and determine
requirements, concepts and alternatives in mutual aid. He
works closely with the Coffee County EMA Director and TEMA
as well as other organizations supporting disaster/emergency
response. During major emergencies Riley oversees operation
of the city EOC and coordinates the actions of other organizations.

Casta
C. Brice was appointed Director of Personnel on August
10, 2004. Ms. Brice is the current President of the Tennessee
Chapter of the International Public Management Association
for Human Resources and has served on the board since 1999. Ms. Brice is also active in the local and state chapters of the
Society of Human Resource Management.
She was President of the Highland Rim chapter in 2001
and 2002 and an At-Large Director of the Tennessee State Council
in 2003.
Ms.
Brice received her Bachelor of Science degree in Economics
from the State University of New York in Stony Brook and was
certified as a Professional in Human Resources through SHRM
in 2000. Ms. Brice
has eleven years experience in the banking and brokerage industries
in New York City and Long Island, New York. She has handled the City’s personnel function
since 1997. Ms. Brice
is also a 2003 graduate of the Coffee County Leadership Program
and is a leader in its alumni and youth leadership programs.
Ms. Brice has also served on the United Way Allocations
Committee, MTAS Advisory Board and is an Ex-Officio member
of the Tennessee Municipal League Board.
