Louis
J. "Jody" Baltz III
was appointed city administrator in January 1999.
Mr. Baltz has over twenty years experience in municipal
government. He
holds a bachelor of arts degree from Memphis State University
and a Master of Public Administration degree from Tennessee
State University.
Prior to his appointment to Tullahoma,
Mr. Baltz was employed in the private sector as the general
manager of a fire safety firm in Nashville, Tennessee.
He previously held the position of Assistant to the
City Manager/Director of Public Works for the City of Brentwood,
Tennessee.
From 1987-97 he served on the Tennessee Municipal
League Environmental Resources Committee.
In 1992 he was selected to participate in the University
of Virginiaís Center for Public Service Senior Executive Institute.
In 1996-97 he served as president of the Tennessee
Chapter of the American Society for Public Administration.
He holds membership in the International City
Management Association, the Tennessee City Managerís Association,
the American Public Works Association and the American Society
for Public Administration.

Rosemary Womack assumed the responsibilities
of Director of Finance and Administration on September 18,
2006 . Mrs. Womack previously served as the City's Assistant
Finance Director and Purchasing Officer.
Rosemary
has a Bachelor's degree in Finance with a minor in Business
Administration from Illinois State University. She received
her Certified Professional Public Buyer (CPPB) accreditation
while working for the City of Tullahoma. She is a 2000 graduate
of the Coffee County Leadership and was top in her class.
Paul
BlackwellPaul
was appointed Tullahoma Chief of Police on June 4, 2007. Blackwell
has 24 years of experience in law enforcement, including 14
years with the Coffee County Sheriff’s Department and
prior experience with the Tullahoma Police Department. He
most recently was an administrative captain with the Coffee
County Sheriff’s Department and has also served with
the Norman, Oklahoma Police Department and the Hillsboro County
Sheriff’s Office in Tampa, FL.
Blackwell has a bachelor’s degree in criminal justice
administration from Middle Tennessee State University in Murfreesboro
and a master’s degree in criminal justice management
and administration from Central Oklahoma State University.
He served in the U.S. Marine Corps from 1974 – 1976
and is now a sergeant major for emergency services in the
U.S. Army Reserves.
Blackwell and his family, wife Lenore and children Meghan
and Jonathan, have
lived in Tullahoma since 1992.

Richard
Shasteen was appointed Fire Chief in July 2007. He
has been employed with the City of Tullahoma since 1986, becoming
a full time fire department employee in 1988. Shasteen has
held every rank in the Department, beginning as a Volunteer.
Shasteen
holds an Associate of Applied Science Degree in Fire Science
from Chattanooga State.

completed his Emergency Medical Technician certification at
the University of Alabama/Huntsville and is certified as a
Journeyman-Instructor-Officer Level by the TN Fire Commission.
He is a member of the National Fire Protection Association
and the International Association of Fire Chiefs?
Shasteen
is a life-long Tullahoma resident and graduated from Tullahoma
High School in 1983. He is married to Pam and they have one
son, Jackson.

| Kurt
Glick was appointed Director of the Parks and Recreation
Department on
September 25, 2000. He graduated from Tullahoma High School
in 1980 and received a B.S. in Business Management from the
University of Tennessee in 1984. Kurt is a certified Leisure
Professional, the National Recreation and Parks Association's
highest level of certification. He also is a NRPA Certified
Playground Safety Inspector and a member of both the Tennessee
Recreation and Parks Association and National Recreation and
Parks Association. He has been employed by the City of Tullahoma
for fifteen years and served as Assistant Director of Parks
and Recreation prior to being appointed Director.

| Wayne
Limbaugh - Wayne Limbaugh has been employed by the
City of Tullahoma for twelve years. He served as the Purchasing
Officer and the Director of Municipal Services prior to being
promoted to Public Works Director. Mr. Limbaugh oversees forty
three city employees in Public Works. He also serves as the
administrator for the City computer system. He served as the
co-interim City Administrator in the absence of a City Administrator
in 1998. Mr. Limbaugh holds an Associate of Science degree
in Business Technology from Motlow State Community College
and a Bachelor of Business Administration in Computer Information
Systems from Middle Tennessee State University. Prior to employment
with the City of Tullahoma, he worked in private industry.
He is a member of the American Public Works Association and
serves on the Board of Directors of the Coffee County Senior
Citizens, the Regional Solid Waste Planning Committee, and
the Interlocal Solid Waste Authority.

Casta
C. Brice was appointed Director
of Personnel on August
10, 2004. Ms. Brice is the current President of the Tennessee
Chapter of the International Public Management Association
for Human Resources and has served on the board since 1999. Ms. Brice is also active in the local and state chapters of the
Society of Human Resource Management.
She was President of the Highland Rim chapter in 2001
and 2002 and an At-Large Director of the Tennessee State Council
in 2003.
Ms.
Brice received her Bachelor of Science degree in Economics
from the State University of New York in Stony Brook and was
certified as a Professional in Human Resources through SHRM
in 2000. Ms. Brice
has eleven years experience in the banking and brokerage industries
in New York City and Long Island, New York. She has handled the City’s personnel function
since 1997. Ms. Brice
is also a 2003 graduate of the Coffee County Leadership Program
and is a leader in its alumni and youth leadership programs.
Ms. Brice has also served on the United Way Allocations
Committee, MTAS Advisory Board and is an Ex-Officio member
of the Tennessee Municipal League Board.
Dwayne
Hicks was appointed to the position of
Director of Planning and Codes in January of 2007. Prior to
his appointment
he was employed by the State of Tennessee Fire Marshal’s Office,
first as an instructor for the Fire Service and Codes Academy,
and later as the Director of Manufactured Housing Division.
He served for over eleven years as Assistant City Manager
/ Director of Public Works, Planning and Building Codes for
the City of La Vergne, Tennessee. Dwayne is certified as a
Chief Building, Plumbing, Mechanical and Electrical Inspector
as well as holding Certifications in Plans Examination in
the above fields. He is attending Middle Tennessee State University
to obtain his Bachelor’s Degree in Political Science with
a Pre-Law Concentration. He has been married to his wife,
Suzanne, for nineteen years and has five children. He is a
member of Turning Point Assembly of God in Murfreesboro and
the Sam Davis Masonic Lodge #661 in Smyrna Tennessee.
